摘  要:数字教育资源公共服务是教育信息化普及的基础条件,对其政策制定过程机理分析是回应“数字教育资源公共服务缘何成为国家行动”追问的路径之一。针对当前政策制定过程机理研究匮乏的问题,研究引入多源流理论框架,通过对数字教育资源公共服务政策形成机理分析。结果表明,政策形成是一种由问题流、政策流、政治流、政策企业家等多因素组态诱发的结果。问题流凸显数字教育资源服务供需矛盾;政策流汇聚政府指导性建议与专家学者的实施性建议;政治流表达执政党公共服务理念及民众诉求;政策企业家是促使三流结合的行为主体;三流汇合适逢“十九大、全国两会”等政策之窗开启,标志着将迎来新数字教育资源公共服务政策决策议程,意味着新政策即将出炉,从而实现政策的再次衍变。The public service of digital educational resources is the basic condition for the popularization of educational informatization.The analysis of the mechanism of its policy making process is one of the ways to answer the question of"why the public service of digital educational resources has become a national action".In view of the lack of research on the mechanism of current policy making process,this paper introduces the multiple streams approach.Through the analysis of the formation mechanism of public service policy of digital education resources,the results show that the formation of policy is the coupling result of multiple factors such as problem flow,policy flow,political flow and policy entrepreneur.The problem flow highlights the contradiction between supply and demand of digital education resource service.The policy flow converges the government guidance and advice with the implementation advice of experts and scholars.The political flow expresses the ruling party's public service concept and people's demands.The policy entrepreneur is the behavior subject that promotes the combination of the three classes;The convergence of the three streams coincides with the opening of policy Windows such as the 19th National Congress and the National People's Congress,which marks the arrival of a new policy decision-making agenda for public service of digital education resources.It means that the new policy will be released soon,thus realizing the re-evolution of the policy.
