摘 要:近年来,虽然我国在科技创新领域取得一系列成就,但仍存在原始创新能力有限、原创性科研成果产出受限等问题,其中一个主要原因就在于长期激励不足。基于此,从历史和现实两个维度出发,发现文化传统、科学积累、科研评价、教育制度等因素与原创性成果产出密切相关,并在借鉴综合激励模型的基础上,尝试构建了以环境激励与认同激励、保障激励与成长激励、工作激励与价值激励相结合,相关奖励措施相配套的原创性成果产出综合激励机制。In recent years, although my country has made a series of achievements in the field of scientific and technological innovation, there are still problems such as limited original innovation capabilities and limited output of original scientific research results. One of the main reasons is the lack of long-term incentives. Based on this, this article starts from the two dimensions of history and reality, discovers that cultural tradition, scientific accumulation, scientific research evaluation, education system and other factors are closely related to the output of original results.Based on the comprehensive incentive model, this article tries to construct a comprehensive incentive mechanism that combines environmental incentives and recognition incentives, guarantee incentives and growth incentives, work incentives and value incentives, and related incentive measures to support the production of original achievements.
