信息技术进步对高校学术领域治理规则的影响--以奥斯特罗姆的“信息规则”为分析起点

摘　　要：技术是管理变革最根本的支配力量,但技术本身并不单独发挥作用,其作用的发挥还依赖于各种权力的容许。信息技术进步对学术领域治理规则最直接的影响是对信息规则的改变,而信息规则又是奥斯特罗姆的制度分析与发展框架提出的7项相互关联的规则之一。从信息技术进步对学术治理信息规则的影响入手,分析学术治理领域信息规则改变对其他规则可能引起的连锁反应、遇到的阻抗力量和疏通路径。高校是知识生产的场域,信息技术进步给学术领域治理带来的影响又可从知识生产、知识交流和知识评价3个方面分析,因而相应的规则调整也可围绕这3个方面进行。但是,操作层面规则的调整涉及更深层次规则的调整,涉及不同层次规则包括“元立宪”层面规则之间的良性互动。Technology is the most fundamental dominant force in the management change.But the technology itself does not play a role alone,and its role depends on the tolerance of various powers.Taking information technology progress as an example,the impact of technology progress on academic governance rules was uncovered.The most direct impact of information technology progress on the academic governance rules is the rewriting of“information rules”,which is one of the seven interrelated rules proposed by Ostrom’s system analysis and development framework.Therefore,starting from the impact of information technology progress on information rules of academic governance,an analysis was made on the chain reaction,resistance force and dredging path that the change of information rules may cause to other rules.As a field of knowledge production,the impact of information technology progress on academic governance can be analyzed from three aspects:knowledge production,knowledge exchange and knowledge evaluation,so the corresponding regulation can also be adjusted around these three aspects.However,the adjustment of operation level rules is involved with the adjustment of deeper level rules and the positive interaction between different levels of rules,including the rules at the level of constitutionalism.
