摘 要:我国中小学进入内涵式发展的轨道后,学校课程管理的能力建设逐渐引起重视。回顾新中国成立以来中小学课程管理体制的变迁过程可以发现,采纳何种体制既源于国家层面的考虑也有学校层面发展需求的推动。各种管理体制虽然在一定程度上满足特定阶段学校建设的独特需求,但也因体制自身的弊端造成学校发展的诸多不便,促使政府再次改革体制。二者间的互动提醒我们,在未来中小学课程管理体制改革中需要解决好三对矛盾,即政府加大放权力度与学校课程管理能力不足之间的矛盾;国家课程要求的统一性与学校课程建设的独特性之间的矛盾;对学校课程管理的监督评价与引导学校提升管理能力之间的矛盾。As China’s primary and secondary schools have entered a trajectory of internal development,capacity building in the schoel curriculum management has gradually attracted attention A review of the evolution of the curriculum management system in primary and secondary schools since the founding of the People’s Republic of China from the perspective of school development shows that the adoption of the system was driven not only by national considerations but also by the development needs of schools.While the various management systems have,to some extent,met the unique needs of schools at particular stages of their development,the shortcomings of the systems themselves have caused many inconveniences to schools,prompting the government to reform them again The interaction between the two also reminds us of the need to resolve three pairs of contradictions in the future reform of the curriculum management system in primary and secondary schools:the increased decentralization of the government and the lack of school curriculum management capacity,the uniformity of nationll curriculum requirements and the uniqueness of school curriculum construction,and the monitoring and evaluation of school curriculum management and the guidance of schools to improve their management capacity.
