高校“建档立卡”毕业生就业“管帮督”精准帮扶策略研究--以湖南铁路科技职业技术学院为例

摘　　要：“建档立卡”毕业生的就业是高校就业工作难点,也是国家实施教育扶贫工程一个重要组成部分,本文以147名“建档立卡”家庭贫困毕业生的就业问题为研究对象,设计了“管帮督”精准帮扶策略:构建“校院人”三级管理机制、建立“一对一”责任帮扶机制和“每日报”时时监督机制;策略的实施实现了“建档立卡”毕业生100%就业,“管帮督”精准帮扶策略初显成效;“管帮督”精准帮扶策略还应在三个方面完善:增加心理辅导协同机制;鼓励创新创业等个性就业;帮扶要重在帮扶毕业生立志,扶其自立,扶其强能。The employment of“file establishment and card registration”graduates is a difficulty in college employment,and it is also an important part of the country’s implementation of the education poverty alleviation project.This article takes the employment problems of 147 poor graduates from the“filed and registered”family as the research object,and designs the precise assistance strategy of“management,assistance and supervision”constructing a three-level management mechanism for“schools and colleges”and establishing“one-to-one”responsibility assistance mechanism and“daily report”time and time supervision mechanism.The implementation of the strategy has achieved 100%employment for file establishment and card registrationgraduates.The“management,assistance and supervision”precise assistance strategy has initially shown results and it should also be improved in three aspects:to increase the psychological counseling coordination mechanism;to encourage individual employment such as innovation and entrepreneurship;assistance should focus on helping graduates to resolve,support their independence,and support their strength.
