摘　　要：2019年12月,联合国教科文组织终身学习研究所发布了《成人学习和教育全球报告(四)》,报告显示全球成人学习和教育的政策进展令人鼓舞、治理进一步改善、融资机制不断创新、质量大幅提升、参与率总体提高,但同时也面临着资金投入仍显匮乏、善治之路依旧艰辛、弱势群体参与不足、公民教育进展缓慢以及监测数据存在偏误的挑战。为了面向未来的更好发展,全球成人学习和教育应多渠道扩大资金投入、提升协同治理的效度、关照弱势群体的教育权利、积极推进公民教育的发展以及强化对监测数据的跟踪。In December 2019,the UNESCO Institute for Lifelong Learning released the Global Report on Adult Learning and Education(IV).The report shows that the global policy progress of adult learning and education is encouraging,the governance is further improved,the financing mechanism is constantly innovated,the quality is greatly improved,and the participation rate is generally increased.However,it also faces the challenges of lack of funds,unbalanced governance,marginalization of vulnerable groups,slow progress of civic education and errors in monitoring data.For better development in the future,global adult learning and education should expand funding through multiple channels,improve the effectiveness of collaborative governance,take care of the educational rights of disadvantaged groups,actively promote the development of civic education,and strengthen the tracking of monitoring data.
