摘　　要：建立重大决策风险评估机制是党和国家规范权力运行制约监督,推进重大决策民主化、法治化、科学化的重大举措。改革步入深水区,市场环境复杂多变,院校竞争激烈,高职院校办学面临诸多不确定性,治理难度和决策风险上升。高职院校应建立重大决策风险评估机制,规范自由裁量行为,限制恣意决策,降低决策失误风险,为学校高质量发展提供可靠保证。The establishment of risk assessment mechanism for decisions on major policies is an important measure for the party and the state to regulate the operation of power,and promote the democratization,legalization,and scientization of major policy decisions.Reform has reached a critical stage.The market environment is complex and changeable.The competition between colleges is fierce.Higher vocational colleges are facing many uncertainties,and the difficulty of governance and the risk of policy-making are rising.Higher vocational colleges need to establish a major policy-making risk assessment mechanism,standardize the discretionary behavior,restrict arbitrary policy-making,reduce the risk of policy-making mistakes,and provide a reliable guarantee for the high-quality development of colleges.
