摘 要:拜登就职前后所提出的教育政策主张,一定程度上可以反映出其上任后将要遵循的教育方针。拜登将高等教育视为新政府的工作重点,主张从加强政府资助、保障弱势群体权益和通过利好政策吸引并留住国际学生三方面入手对美国高等教育进行改革。拜登高等教育政策主张反映出美国政府未来鼓励学生接受高等教育、支持创新与倡导平权的教育改革方向,一定程度上亦体现出拜登欲借助高等教育促进美国经济复兴、科技发展与社会稳定的政治意图。但不可否认的是,拜登欲推动其政策主张上升为国家政策,在现阶段将面临诸多挑战,其政策主张最终能否全部落地亦尚未可知。Biden’s education policy propositions before and after taking office can reflect to a certain extent the education policy he will follow after taking office.Biden regards higher education as the focus of the new government’s work,and advocates reforming American higher education from three aspects:strengthening government funding,protecting the rights and interests of disadvantaged groups,and attracting and retaining international students through favorable policies.His policy propositions on higher education reflect the direction of the U.S.government’s future education reform to encourage students to receive higher education,support innovation,and advocate equal rights.To some extent,it also reflects Biden’s political intention to promote American economic revival,scientific and technological development and social stability with the help of higher education.However,it is undeniable that if Biden wants to promote his policy propositions to national policies,he will face many challenges at this stage,and it is also unclear whether his policy propositions will eventually be all implemented.
