摘 要:"一流多元"高等教育是指一个国家高等教育的整体态势、生态样式、实践样本、发展走势在一定时空范围内处于领先水平的状态,它具有整体性、多样性、本土性和发展性的基本特征。"双一流"建设引发的是高等教育体系的整体性变革,其重点在于政府职能转变和制度重构。从发展"一流多元"高等教育的需要来看,政府职能应在转变理念、激发活力、引导发展方面着力,制度重构应建立在善治良序和发展规律基础之上。从未来走势上看,"一流多元"高等教育建设应从逻辑起点、良序发展、实践创新三个方面着力,以实现高等教育"志"、"制"与"治"三者的内在统一。"First-class diversity" higher education refers to the overall situation,ecological style,practice sample and development trend of national higher education in a certain time and space.It carries characteristics of integrity,diversity,localization and development.From the needs of developing "first-class diversity" higher education,the"double first-class"construction action triggered the overall reform of higher education system,with the emphasis on the transformation of government functions and institution reconstruction.The government functions should focus on the transformation of ideas,the stimulation of vitality,and the guidance of development;the institution reconstruction should be based on good governance and the development law.From the future trend,the construction of "first class diversity" should focus on such three aspects as logical starting point,well-ordered development and practical innovation,so as to realize the internal unity of"aspiration","institution"and "governance" of higher education.
