摘　　要：[目的/意义]“9·11”事件后,美国政府为应对国内外恐怖主义势力威胁,更好地落实金融反恐战略,在情报领域构建反恐怖融资情报机制,其经验教训为进一步完善我国反恐情报体系建设具有借鉴意义。[方法/过程]通过对美国官方网站和反恐战略文件、原文法律、报告等资料的分析解读,梳理美国建立反恐怖融资情报机制的必要性、核心机制以及发展趋势与挑战应对,指出其在美国国土安全战略中的重要地位。[结果/结论]反恐怖融资是打击恐怖主义犯罪的重要举措,但在现实实践中却存在难点。我国应在总体国家安全观的引领下完善反恐怖融资情报相关立法,并结合域外经验教训,在构建国家反恐怖融资情报共享机制方面寻求突破,不断拓宽和纵深国际领域合作。[Purpose/Significance]After the"9·11"incident,the U.S.government in response to the threat of terrorism at home and abroad,better implement the financial counterterrorism strategy,the experience and lessons of constructing counterterrorism financing intelligence mechanism in the field of intelligence have significant reference for further improving the construction of China's counterterrorism intelligence system.[Method/Process]Through the analysis and interpretation of the U.S.official website,counterterrorism strategy documents,original laws,reports and related materials,combing the necessity building intelligence counterterrorism financing mechanism,core mechanism and development trend and challenges,it points out its important position in the U.S.homeland security strategy.[Result/Conclusion]Counterterrorism financing is an important way to combat terrorism crime,but it is difficulties to make it into practice.Under the guidance of the overall national security concept,China should improve the counterterrorism financing intelligence related legislation,and combine with foreign experience and lessons,seeking a breakthrough in building a national counterterrorism financing intelligence sharing mechanism,and constantly expanding and deepening international cooperation.
