摘  要:目的:通过预算目标管理及绩效考核推进日间手术的开展。方法:通过设立预算绩效目标,实施精细化的全过程管控,将绩效考核与预算目标管理融合,把绩效评价结果应用于科室及个人的激励约束机制。结果:从医疗效率、手术结构、质量安全和患者费用4个方面不断改善和优化日间手术数据,构建了"预算牵头,绩效收尾,全过程管控"的日间手术闭环管理机制。结论:预算目标管理与绩效考核可以实现医院和患者双赢,为国内日间手术发展和精细化管理提供借鉴经验。Objective:To promote the development of ambulatory surgery through budget target management and performance assessment.Methods:By setting budget performance goals and implementing refined whole-process control,integrating performance assessment and budget goal management,and applying performance assessment results to the incentive and restraint mechanism of departments and individuals.Results:From the four aspects of medical efficiency,surgical structure,quality and safety,and patient costs,ambulatory surgery data has been continuously improved and optimized.A closed-loop management mechanism of ambulatory surgery that features overall management led by budget and ended with performance assessment has been constructed.Conclusion:Budget target management and performance assessment can achieve a win-win situation for hospitals and patients,and provide reference for the development and fine management of domestic ambulatory surgery.
