摘 要:随着美国特许学校运动的发展,特许学校授权方评估模式渐趋成熟。该模式以授权方为评估主体,以特许学校为评估对象,构建了以学校学业成就、财务情况及组织合规性为核心内容的三维评估框架,并通过授权方审查学校递交的报告及实地现场考察两种方式获得评估资料,从而实现对特许学校办学质量的全面评估。该评估模式特征鲜明,评估标准多维化、学校自主办学权得以保障、评估权力下沉、标准化评估与市场化选择耦合等,为促进特许学校发展及提高美国基础教育质量做出了积极贡献。With the development of charter school movement in the United States,the evaluation model of charter school authorizer is becoming more and more mature.This model takes the authorizers as the evaluation subject and the charter school as the evaluation object,constructs the school evaluation framework with the three dimensions of the school academic performance,financial situation and organizational compliance as the core.In addition,the evaluative materials are obtained through the authorizer’s review of the school’s report and on-site inspection,so as to achieve a comprehensive evaluation of the quality of charter school.The evaluation has distinctive features including multi-dimensional evaluation standards,guarantee of independent running right of schools,subsidence of evaluation power,coupling of standardized evaluation and market choice,which has made great contributions to promoting the development of charter school and improving the quality of basic education in the United States.
