英国高校评价中的多元利益协调--以卓越框架体系为例

摘　　要：2014年以来,英国政府先后建立了“科研卓越框架”、“教学卓越框架”以及“知识交换框架”,以此形成了全面评价高校各项职能的“卓越框架体系”。这一体系的突出特点就是对多元利益的协调,具体表现为:在评价方案形成过程中建立了完善的多元协商机制;通过评价维度和指标设计平衡各利益主体内部不同群体的利益;吸纳各利益主体参与评价,使他们能在评价过程中争取自身利益并作出进一步协调;评价结果有效服务于各利益主体的决策。英国卓越框架体系的实践可为我国高校评价改革提供一定借鉴。Since 2014,the"Research Excellence Framework","Teaching Excellence Framework"and"Knowledge Exchange Framework"were established one by one in the UK,forming a excellence framework system for assessing British higher education institutes(HEIs)comprehensively.One of the important characteristics of this system is the coordi­nation of multiple interests,which is embodied in the following aspects:establishing a sound multi-consultation mechanism in the process of the formation of the evaluation scheme,balancing the interests of different groups within each interest subject through eval­uation dimension and index design,attracting various interest subjects to participate in the evaluation so that they can strive for their own interests and make further coordination,serv­ing the decision-making of each interest subject effectively.The British exploration can give us inspiration on reforming HEIs external assessment system.
