摘　　要：居民健康数据的整合和利用是实现健康中国战略的重要一环,但其管理与开发过程极易触及到民众的健康隐私。文章针对健康数据在院外健康管理数据整合阶段、院前院中诊疗健康数据初利用阶段,以及院后科研对健康数据再利用阶段可能出现的隐私安全问题,从监管机构、范围界定、法律支持、技术保障和民众参与等方面做了分析,以期为居民健康数据整合和利用中的信息安全与隐私保护提供策略参考。The integration and utilization of residents health data is an important part of the healthy China strategy,and its management and development process is easy to touch people s health privacy.This paper aims at the privacy security problems that integration stage of health data management outside of hospital,primary usage stage of health data pre-hospital and in-hospital,and reuse stage of health data study post-hospital,it analyzes from some aspects of supervision organization,scope definition,legal support,technical support and public participation,so as to provide reference for information safety and privacy protection of residents health records in the integration and utilization.
