基于专利核心竞争力评价的高校知识产权治理机制研究

摘　　要：文章选取天津市有代表性的十所高校,以2017年的专利数量为基础提出了专利核心竞争力的概念及计算公式,选取专利申请量、专利授权量和有效专利持有量作为影响因素,通过普赖斯定律计算出具有专利核心竞争力的高校群体,并运用层次分析法计算出公式中各因素对应的权重,进而得出各高校专利核心竞争力排名情况。基于本文提出的算法,分析高校知识产权发展中存在的主要问题,提出提高高校专刊核心竞争力的几项有效措施。Based on the number of patents of ten representative universities in Tianjin in 2017,the paper proposes the concept of patent′s core competitiveness and its formula.The amount of patent applications,authorizations and holding were chosen as influencing factors and Price′s Law was used to find out the universities with patent′s core competitiveness.After that,AHP was used to get the weight parameters of the influencing factors,and then the universities′patent′s core competitiveness.Based on the algorithm developed in this research,the major problems in university intellectual property right management were analyzed and certain countermeasures were put forward.
