摘  要:《国家中长期教育改革与发展规划纲要(2010—2020年)》提出要形成“惠及全民的公平教育”,十年来,为了实现这一目标,我国教育历经了从“学有所教”到“学有优教”的发展历程,再次创造了人类教育公平发展的奇迹。惠及全民引领目标、综合政策促进实施、重点攻坚解决难题和深化改革提升内涵是我国形成“惠及全民”的公平教育的主要经验,为全球教育公平树立了标杆。在《中国教育现代化2035》的指引下,高质量成为我国继续推进“惠及全民”的公平教育的行动方向,应充分认识教育公平作为社会公平重要基础的地位,强化高质量教育公平的政府责任,保障全民享有高质量教育的机会公平。The Outline of the National Medium-and Long-Term Plan for Education Reform and Development(2010-2020)calls for the formation of“fair education for the benefit of all”.In the past ten years,in order to achieve this goal,China’s education has gone through the development process from“education for all”to“outstanding education for all”,thus creating the miracle of fair development of human education once again.The establishment of the target of benefiting entire people,the implementation of comprehensive policies,the approach to key issues and the deepening of reforms to enhance connotations are the main experiences of China in forming the fair education of“benefiting entire people”,thus having set a benchmark for global education fairness.Under the guidance of China’s Education Modernization 2035,high quality has become the direction of action for China to continue to promote fair education that“benefits the whole people”.Therefore,efforts should be made to fully understand the status of education fairness as an important foundation for social fairness,to strengthen the government’s responsibility for high-quality education fairness and to ensure the fair access to high-quality education for all people.
