摘　　要：2020年我国脱贫攻坚战取得了全面胜利,提前10年实现了联合国的减贫目标,从今年始将全面实施乡村振兴战略,加快农业农村现代步伐。乡村振兴,关键在人。加快培养农业农村科技人才、农业农村生产经营管理人才、社会工作人才、乡村文化人才、法律服务人才,建立与健全乡村人才振兴的体制与机制十分必要。提出整合部门资源、统筹乡村振兴资金、建好乡村振兴学院教师库、建立“矩阵式”现场教学基地,筹建黄冈乡村振兴学院等措施,培养黄冈市本土“三农”人才,为全面推进黄冈乡村振兴提供智力支持和人才支撑。China’s comprehensive victory in the battle has overcome poverty in 2020,and achieved the UN goal of poverty reduction 10 years ahead of schedule.Starting from this year,we will fully implement the rural revitalization strategy and accelerate the pace of modern agriculture and rural areas.The key to rural revitalization is people.It is necessary to accelerate the training of agricultural and rural personnel in scientific and technology,production and management,social work,rural cultural,legal services,and establish and improve the system and mechanism for the revitalization of rural talents.It proposes measures to integrate departmental resources,coordinate rural revitalization funds,build a teacher library of rural revitalization college,establish a“matrix”on-site teaching base,set up Huanggang rural revitalization college,cultivate local talents,in order to provide intellectual support and talent support for comprehensively promoting rural revitalization in Huanggang.
