高校院(系)党政共同负责制的作用内涵与秩序重建

摘　　要：高校院(系)党政共同负责制的正式确立经历了由“保证督促”向“政治核心”递进、由“政治核心”向“分工合作、共同做好”演进、由政策定位向实践层面跃进的过程。目前,党政共同负责制的落实还存在运行机理不够顺畅、执行原则不够全面、遵循逻辑不够清晰、监督框架不够完善等情形。应进一步明确党政共同负责制的作用机理,界定党政共同负责制的原则遵循,厘清党政共同负责制的实践逻辑,构建党政共同负责制的监督框架,探索党政共同负责制秩序重建的现实路径。The system of joint responsibility has gone through the process from“guaranteeing the supervision”to“the political core”,from“the political core”to“dividing works and working together”,from positioning to practice.At present,the system of joint responsibility between the Party and the government still exists the problems such as the inconsistency of operation,the incompleteness of the principles,the fuzziness of the logic,and the underdevelopment of the supervision.It is required to further clarify the mechanism of the system,deeply define the principle of the system,clarify the practical logic of the system,and construct the supervision framework of the system to explore the practical path to rebuild the order of the system.
