摘 要:基于对民办教育分类政策中关于中小学教师规范的梳理,借助史密斯政策执行过程模型,构建出民办中小学教师政策执行分析框架;采用质性研究方法探究L地区民办教育分类政策的执行对教师教育教学的影响;结合分析框架剖析导致民办中小学教师教育性效果偏差的原因,并提出纠正民办中小学教师教育性效果偏差的可行性建议。A framework for analyzing the implementation of the private education classification policy on teachers in primary and middle schools was constructed with the help of Smith’s policy implementation process model based on the combing of the private education classification policy on the norms of teachers in primary and middle schools.A qualitative research method was used to investigate the impact of the implementation of the private education classification policy on teacher education and teaching in L region.Subsequently,the causes of deviations in the educational effectiveness of private primary and middle school teachers were dissected in the context of the analytical framework.This includes suggesting feasible recommendations for correcting the deviations in the educational effectiveness of teachers in private primary and middle schools.
