“公民同招、民办摇号”政策对上海市杨浦区义务教育的冲击及应对策略

摘　　要：“公民同招、民办摇号”政策对上海市杨浦区“公办初中学籍对口、民办初中强于公办”的义务教育环境将产生优质生源外流、优质小学学区房价下降、教育优势弱化等不利影响。通过分析杨浦区教育优势及各区新政后教育发展动向认为,杨浦区应进一步研究政策效果,做好短期及中长期教育规划,提升公众预期,满足公众对优质教育资源的需求,以教育资源升级带动杨浦区经济向好向上发展。The policy that public schools and private schools recruit students at the same time,and that students draw lots to enter private schools will have adverse effects on Yangpu District's compulsory education system.This article analyzes the educational advantages of Yangpu District and the development trend of education after the new policy in other districts of Shanghai City.It is believed that Yangpu District should further study the effects of new policies,make short-,medium-and long-term education plans,,and meet expectation and demands of the public for high-quality educationl resources so that Yangpu District could upgrade its economy.
