“一带一路”沿线国家资历框架质量保障体系建设的典型特点、经验及启示

摘　　要：“一带一路”沿线国家和地区的资历框架质量保障体系建设呈现不同的特点,巴基斯坦建立了国家资历框架配套的五个子系统,南非形成了国家资格框架的质量保障二级认证机制,印度国家资历框架质量保障体系实现了法律规制与多元共治,东盟建成了区域性的资历框架质量保障网。分析这些国家和地区质量保障体系建设的经验,对我国资历框架质量保障体系建设的启示是:建立健全内外结合的质量保障机制,设立专门的质量保障管理机构,加强现代信息技术融入建设的数据信息平台,制定全国统一的质量保障标准,扩大质量保障的社会参与,加快质量保障体系的国际化对接。The construction of quality assurance system for qualification framework(hereinafter referred to as QF)in countries and regions along“the Belt and Road”presents great different characteristics.Pakistan has established five subsystems to support the national qualification framework(hereinafter referred to as NQF),South Africa has formed the secondary authentication mechanism for quality assurance of the NQF,India has realized legal regulation and pluralistic co-governance on quality assurance system for NQF,and ASEAN has established a regional quality assurance network for QF.By analyzing the experience of these countries and regions in the construction of quality assurance system,the enlightenment to the construction of quality assurance system for QF in China is to establish and perfect the quality assurance mechanism at home and abroad,set up special management organizations for quality assurance,strengthen the data information platform for the integration of modern information technology into the construction,formulate unified national quality assurance standards,expand social participation in quality assurance,and accelerate the internationalization of quality assurance system.
