摘  要:新冠疫情对美国高等教育造成了严重冲击,导致入学率下降、国际学生与学术交流受阻等突发性危机,也加剧了大学财政困境、教育不公平等顽瘴痼疾,暴露出美国高等教育的深层困境,成为其在后疫情时代面临的长期挑战。对此,拜登政府上台后提出了一系列政策举措,体现了美国联邦政府资助高等教育发展、改善教育公平、促进社会服务的改革目标。同时,在少数族裔教育权利、高等教育国际化与大学的公共使命等方面呈现出新的发展动向。COVID-19 has impacted U.S.higher education in unexpected and significant ways.In the short term,it has resulted in a suddenly declined college enrollment rate,international student numbers,and academic exchanges.It has further aggravated financial difficulties and systematic education inequalities.The pandemic has exposed the chronic problems in the U.S.higher education system that will continue to impose long-term challenges in the post-epidemic era.In response,the Biden administration has put forward a series of policy initiatives after taking office,reflecting the federal government’s reform goals to fund higher education,improve educational equity,and promote social services.At the same time,new development trends have emerged in the educational rights for the minority population,the internationalization of higher education,and the public mission of universities.
