摘 要:国有企业薪酬制度改革是国有企业改革的重要内容,是收入分配制度改革的重要任务。河北省国有企业薪酬制度是随着国有企业改革的不断深化而逐步发展的,经历了逐步演进的过程。论文分析了制度改革存在的主要问题,包括企业内部工资分配效益导向不够突出、高管薪酬与普通员工薪酬差距较大、企业基础管理薄弱为薪酬管理带来不利影响、中长期激励政策工具运用不充分。论文提出了进一步深化改革的措施,包括以系统性思维推进国有企业薪酬制度改革、进一步深化国有企业负责人薪酬管理体系、完善职工工资决定及正常增长机制等。The salary system reform in state-owned enterprises is an important content of the reform of state-owned enterprises and an important task of the reform of income distribution system.The salary system of state-owned enterprises in Hebei Province has developed gradually with the continuous deepening of the reform of state-owned enterprises,and has experienced a gradual evolution process.The paper analyzes the main problems existing in the system reform,including the insufficient benefit orientation of internal salary distribution,the large gap between the salary of executives and ordinary employees,the weak basic management of enterprises,which has an adverse impact on salary management,and the inadequate application of medium and long-term incentive policy tools.This paper puts forward some measures to further deepen the reform,including promoting the the salary system reform of state-owned enterprises with systematic thinking,further deepening the salary management system of the persons in charge of state-owned enterprises,improving the salary decision and normal growth mechanism of employees and so on.
