摘 要:台湾地区高级中等以下学校教师专业发展评鉴试行于2006年,但实施10年后台湾当局突然宣布停办,终止对教师专业发展评鉴特色之路的探索。尽管经历长时间的筹备,也屡屡进行补充和修订,然而,被绑架的教育政策、被围困的专业发展、被质疑的评鉴结果、被弱化的支持系统四大难题的存在,使得台湾地区教师专业发展评鉴未得善终。这一政策的退场启示我们:应切实保障相关法规政策的持续性和执行力,教师评价宜与教师专业发展一体化建设,教师评价宜引入第三方测评机构。The evaluation of teachers’professional development in schools below senior secondary level in Taiwan was tried out in 2006.However,after ten years of implementation,the Taiwan authorities suddenly announced the suspension and terminated the exploration of the characteristics of teachers’professional development assessment.Despite a long period of preparation and repeated supplement and revision,the kidnapped education policy,the besieged professional development,the questioned evaluation results and the weakened support system have not brought a good end to the evaluation of teachers’professional development in Taiwan.The exit of this policy enlightens us that we should effectively ensure the sustainability and implementation of relevant laws and policies,integrate teacher evaluation with teacher professional development,and introduce third-party evaluation institutions into the teacher evaluation.
