摘  要:教材审定是教材建设的重要环节。有效规范教材审定制度,既是保障教材质量的内在需求,也是行使好国家事权、贯彻国家意志的重要途径。美国、加拿大、新加坡和日本在构建法律授权体系、确立多元审定主体、促进组织内部互动、优化审定标准和程序、完善监督问责救济机制方面积累了丰富的经验。我国在实践探索中形成了中国特色教材审定制度:国家是教材审定的唯一主体、教材审定是行政许可行为、三部门发挥协同作用、政治性和思想性是首要审查标准。借鉴域外经验,立足国内现状,提出完善国内教材审定制度的政策建议,指明新时期优化教材审定制度建设的中国路径。Teaching materials review is an important part of teaching materials construction.An effective and standardized review system of teaching materials is not only an inherent need to guarantee the quality of teaching materials,but also an important way to exercise the national right to education and implement the national will.The United States,Canada,Singapore,and Japan have accumulated rich experience in the construction of legal authorization system,the establishment of multiple review subjects,the promotion of inter-organizational interaction,the optimization of review standards and procedures,and the improvement of supervision,accountability,and relief mechanisms.In the course of practice and exploration,China has formed a review system with Chinese characteristics:the state is the sole subject of teaching materials review;teaching materials review is an administrative authorization act;the three levels of review agencies work together;and politics and ideology are the primary review criteria.Drawing on overseas experience and based on the current situation in China,this paper proposes policy recommendations to improve the domestic review system of teaching materials and indicate the Chinese path to optimize the construction of the review system of teaching materials in the new era.
