摘 要:治理视域下,省级教育科研机构向教育智库转型发展既是重大战略机遇,也是历史必然选择,更是时代发展的要求。全面审视其转型发展现状,由于先行先试政策和战略转型规划缺失、内部治理结构与基础能力存在短板、外部推进机制及评价体系尚待完善,省级教育科研机构向智库转型发展尚面临诸多现实阻滞。推动省级教育科研机构向智库转型发展,应着力推动目标定位的长远规划及有序调整、资源配置的机制重构与逐步聚焦、教研科研的视野拓展和范式转型、教育评价的标准重建及方式变革。The transformation of provincial educational research institutions into educational think tanks from the perspective of governance is not only a major strategic opportunity,but also a historical choice and a requirement of the development of the times.After a comprehensive review of the current situation,it can be found that the transformation of provincial educational research institutions into think tanks faces many practical obstacles due to the lack of early and pilot policies and strategic transformation plans,shortcomings in internal governance structures and basic capabilities,and external promotion mechanisms and evaluation systems that have yet to be improved.To promote the transformation of provincial educational research institutions into think tanks,we should focus on the long-term planning and orderly adjustment of target orientation,the mechanism reconstruction and gradual focus of resource allocation,the vision expansion and paradigm transformation of teaching and research,and the standard reconstruction and change of educational evaluation.
