摘  要:"十四五"开启新的历史时期,国内国外面临"两个大局",新发展格局构建呼唤创新人才的培养。人才培养,教育先行。在高等教育普及化背景下,高等教育入口端的选拔机制和高等教育过程端的培养机制都在变革,入口端的强基计划、综合评价、自由选科、志愿填报,过程端的拔尖计划、产学研用、学科建设、创新创业,一一对应,协同搭建一条新时期创新人才之路。人才培养周期长而不可逆,从招生考试机制改革切入,将高校创新人才培养前置,遵循人才成长规律,高校选拔和培养机制改革应继续保持连贯性和统一性,进一步拓展个性化制度空间,为创新发展奠定人才之基。The"14th Five-Year Plan"has opened a new historical period.China is facing"two overall situa-tions"both inside and outside.The construction of new development pattern calls for the cultivation of innovative talents.Education comes first in talent training.Under the background of popularization of higher education,the selection mechanism at the entrance of higher education and the training mechanism at the process of higher education are changing.The"Strengthening Foundation Plan",the "Overall Evaluation",the"Free Choice of Subjects"and the "Voluntary Reporting"at the entrance end,and the "Early admission plan",the "Industry-Academia-Research",the"Innovation and Entrepreneurship"at the process end are corresponding one by one to build a road of innovative talents in the new era.Talent training cycle is long and irreversible.Starting from the reform of enrollment and examination mechanism,the cultivation of innovative talents in colleges and universities should be put in front and follow the law of talent growth.The reform of selection and training mechanism in colleges and universities should continue to maintain coherence and unity,further expand the space of personalized system,and lay the foundation of talents for innovative development.
