摘 要:人类处于一个风险与冲突等危机要素频发的时代。这些要素是造成各国教育系统脆弱性的重要外部因素,是实现教育质量提升、确保教育连续性和公平性的主要障碍。基于此,联合国教科文组织经过多年的探索提出了危机敏感型教育规划模式,在指导面临危机的国家教育可持续发展方面积累了丰富的实践经验。这一教育规划模式依据风险诊断、制定政策和准备计划、构建成本和财务框架、开发监测与评估框架的运作逻辑,遵循突出政府的主导作用、构建促进多元主体参与的协调机制、完善应对危机的组织过程、增强应对危机的能力建设等实施策略,提升了教育系统应对危机的能力,有效确保了教育的质量、连续性和公平性。在全球危机日益增多的背景下,这一战略规划模式对于各国教育系统如何增强韧性具有重要的启发价值。Human beings are in an era of frequent crisis factors such as risks and conflicts.They are important external factors that lead to the vulnerability of education systems in countries and are major obstacles to improve the quality of education,ensure continuity and equity in education.Hence,UNESCO has put forward the crisis-sensitive educational planning model after years of exploration.This pattern of educational planning bases on the operation logic of risk diagnosis,policy making and preparation plan,cost and financial framework,monitoring and evaluation framework,following the implementation strategies to highlight the government’s leading role,to promote the coordination mechanism of multiple main bodies participation,to perfect the organization process of response to the crisis,which strengthen the education system’s ability to cope with the crisis,and effectively ensure the quality of education,continuity and equity.This strategic planning model has important implications for the countries to enhance resilience for their national education systems in the context of increasing global crises.
