摘　　要：建立和实施1+X证书制度是国家职业教育制度设计的重大创新,1+X证书制度是一个具有层次性、开放性的复杂系统,试点高职院校落实1+X证书制度的实践工程浩大。本文以学校实施1+X证书制度试点实践工作为例,基于系统工程方法论,结合霍尔三维模型及WSR方法论进行应用创新,构建1+X证书制度试点实践的系统工程方法模型。以1+X证书制度试点实践路径不同阶段为系统工程方法模型三维结构的“时间维”,分为六个阶段:组织制度建设阶段、规划与融通阶段、资源重构阶段、教学实施阶段、考评认证阶段和总结反馈阶段,以WSR方法论的物理、事理、人理作为“逻辑维”,运用WSR方法论的工作过程进行“时间维”每个阶段的螺旋式管理,从方法论角度对其内部各要素进行系统化、层次化的整合梳理,形成规律可循的框架体系以指导1+X证书制度试点实施工作的有序进行。The establishment and implementation of the“1+X”certificate system is a major innovation in the design of the national vocational education system.The“1+X”certificate system is a hierarchical and open complex system.The pilot higher vocational colleges have a huge practical project to implement the“1+X”certificate system.Based on the system engineering methodology,combined with Hall three-dimensional model and WSR methodology,this paper constructs the system engineering method model of“1+X”certificate system pilot practice,and takes the different stages of the pilot practice path of“1+X”certificate system as the“time dimension”of the three-dimensional structure of the system engineering method model,which is divided into six stages:organization system construction stage,planning and accommodation stage,resource reconstruction stage,teaching implementation stage,evaluation and certification stage and summary feedback stage.Taking the physics,reason and human theory of WSR methodology as the“logical dimension”,the WSR method is applied the working process of legal theory carries out the spiral management of“time dimension”in each stage,systematically and hierarchically integrates and combs the internal elements from the perspective of methodology,and forms a framework system with laws to guide the orderly implementation of the pilot project of“1+X”certificate system.
