民办高职院校职称评聘方案的探索

摘　　要：高校教师职称评审权的下放,实施“评聘合一”,赋予了包括民办高职院校在内的高校职称评聘自主权。民办高职院校办学经费主要来自自筹,教师的职称也不享受“事业单位”的待遇,职称评审需要参照统一的政策文件实施,但自行评聘的职称却得不到社会的普遍认可。该文认为,职业教育是教育的一种类型,民办高职院校是职业教育的重要组成部分,有必要探索建立符合民办高职院校特征的职称评审体系,并提出了用“积分制”评聘民办高职院校职称的设想。The decentralization of the evaluation power of college teachers'professional titles and the implementation of"integration of evaluation and employment"endow colleges and universities,including private higher vocational colleges,with the autonomy of professional title evaluation and employment.The running funds of private vocational colleges are mainly self-raised,and the professional titles of teachers do not enjoy the treatment of"public institutions".The evaluation of professional titles needs to refer to unified policy documents,but the professional titles evaluated and employed by themselves are not universally recognized by the society.This paper holds that vocational education is a type of education,and private higher vocational colleges are an important part of vocational education.It is necessary to explore and establish a professional title evaluation system in line with the characteristics of private higher vocational colleges,and proposed the idea of using"integral system"to evaluate the professional title of private higher vocational colleges.
