摘  要:地方政府是"职教20条"贯彻实施的主体。以24份地方政府贯彻"职教20条"的政策文本为研究对象,依据注意力配置理论,运用NVivo12软件,从政策发布时间、政策主题、政策工具三个方面比较地方政府注意力配置差异。研究发现,地方政府在政策发布时间上具有差异性;在政策主题上,地方政府注意力配置总体上与中央政府保持一致,但在具体政策主题领域上有所侧重;在政策工具上,中央政府使用的政策工具具有非均衡性,表现出对权威工具的偏好,但省际之间部分地方政府与中央趋同,部分地方政府则走向均衡使用。因此,建议地方政府与中央政府形成政策合力,并不断提高政策制定的创新性,形成省际差异,同时积极鼓励部分地方政府强化政策工具的科学组合。The local government is the main body to carry out the"the 20 Articles of Vocational Education Reform"of the central government.Based on the attention allocation theory and Nvivo12 software,this paper takes 24 policy texts of local governments implementing"the 20 articles of vocational education reform"as the research object,and compares the differences of local governments’attention allocation from three aspects of policy release time,policy theme and policy tools.The results show that local governments differ in the time of policy release.At present,24 provinces have issued policies,while 7 provinces have not.According to policy themes,the attention allocation of local governments is consistent with that of the central government on the whole,but it focuses on specific policy theme areas.In terms of the use of policy tools,the central government is unbalanced,showing a preference for the use of authoritative tools.But among provinces,some local governments converge with the central government,while some local governments gradually move towards balanced use.Therefore,it is suggested that local governments should form a joint force with the central government in policy making,constantly improve the independent innovation to form provincial differences,meanwhile actively encourage some local governments to strengthen the scientific combination of policy tools.
