摘 要:大型仪器设备使用绩效考核方法比较多,其考核指标也各有侧重,但难以用常规定性和定量数学模型进行优化。针对高校大型仪器设备管理工作的特点,应用模糊Borda数分析法建立考核模型,分别确定各项指标的相对权重和绝对权重,构建高校大型仪器设备使用绩效指标体系,据此进行定量考核与评价,实现大型仪器设备使用效益绩效的量化考核。基于模糊理论和构建的考核指标体系,以湖南农业大学大型仪器设备使用情况为例进行实证分析,结果表明:构建的模型具有科学性与可行性,能客观反映大型仪器设备管理的现状和需改进的环节,为提升大型仪器设备使用效益提供参考依据,为绩效考核提供新思路。There are many performance assessment methods for large-scale instruments,and each assessment index system has its own emphasis,however,it is difficult to use conventional quantitative and qualitative mathematical models for scheme optimization.The authors aimed at the characteristics of large instruments and equipment management in colleges and universities,the application of fuzzy Borda number analysis method to establish evaluation model,respectively,to determine the relative weight and absolute weight of each index,construct large equipment use performance indicators system,on the basis of quantitative assessment and evaluation,to realize the efficient use of large-scale instruments quantitative measure of the performance appraisal.Based on the fuzzy theory and the evaluation index system,this paper takes the use of large instruments in Hunan Agricultural University as an example to make an empirical analysis.The analysis results show that the proposed model is scientific and feasible.It can objectively reflect the status quo of large instrument and equipment management and the link that needs to be improved,and provide a reference basis for improving the use efficiency of large instrument and equipment,and a new idea for performance appraisal.
