英国大学的政策影响力何以式微--基于权力视角的考察

摘　　要：20世纪80年代以来,英国大学对国家高等教育政策的影响力出现断崖式下滑。从权力视角来看,其实质是大学对政府的资源型、合法型及议程型三种权力作用的全面瓦解。英国大学政策影响力的下降是20世纪后期英国政治、经济及文化发展的必然结果,而政府与大学之间的观念冲突则是大学政策影响力走向衰微的根本症结。在当代高等教育治理中,政府与大学必须就高等教育发展形成共同观念,继而构建平衡的伙伴型权力关系,以此保障大学政策影响力的发挥。Since the 1980s,the influence of British universities on the macroscopic policies of higher education has been marginalized.From the perspective of power,its essence is the total collapse of resource-based,legality-based,and agenda-based power effects of British universities on the government.The decrease of policy influence of universities in Britain is the inevitable result of the objective development of politics,economy and culture in the late 20th century;however,the idea contradiction between the government and the university is the fundamental crux of the marginalization of university policy influence.In contemporary higher education governance,the government and the university must form a common concept on higher education development,and build a balanced partnership power relationship,so as to ensure that the university exert appropriate policy influence.
