摘 要:清末新政时期,中央教育行政机构改革的进程滞重沉缓,中央教育行政机构从兼领、过渡到独立、专司,其演变呈现出渐进性的特点。围绕旧机构的存废和新机构的设立,守旧和革新双方以及统治集团内部各派矛盾重重、斗争激烈,使改革表现出复杂性的特点,但时势所趋,守旧最终让步革新。伴随新旧机构的转变,特别是学部等新机构设立,其职能和举措在很多方面是礼部等旧机构所不具备和未能实施的,体现出改革的近代化特点。清末新政时期的中央教育行政机构改革对清末新政教育改革大有助益,使中国教育近代化迈出一大步。During the new deal period in the late Qing Dynasty,the process of the reform of central educational administrative institutions was sluggish.During this period,the central educational administrative institutions changed from part-time and transition to independence and specialization,and its evolution showed the characteristics of gradual progress.Concerning the preservation and abolition of old institutions and the establishment of new institutions,there were many contradictions and fierce struggles between the two sides of conservatism and innovation and various factions within the ruling group,which made the reform show the characteristics of complexity.However,due to the trend of the times,conservatism finally gave way to innovation.With the transformation of the old and new institutions,especially the establishment of new institutions such as the education department,their functions and measures were not available and could not be implemented in many aspects,reflecting the modernization characteristics of the reform.The reform was very helpful to the educational reform of the new deal in the late Qing Dynasty and promoted the modernization of Chinese education a lot.
