摘 要:目前,预告登记制度尚未达到预期的实施效果,预购商品房领域尤为突出。预购商品房预告登记制度的有效实施需要一系列配套的具体保障措施。这些保障措施不仅可以预防和减少纠纷,有助于强化诉源治理,也可以作为审判参考,有助于统一法律适用。同时,人民法院也要为预告登记提供必要的诉讼保障。Currently,the registration of priority notice system has not yet achieved the expected implementation effect,especially in the field of pre-purchase of commercial housing.The effective implementation of the registration of priority notice system requires a series of supporting measures.These measures can prevent and reduce disputes,help strengthen the lawsuit source governance.They can also serve as a reference for trials and help unifying application of law.At the same time,the people's courts should provide necessary litigation protection for the registration of priority notice system.
