Facing the impact of the epidemic of Covid-19 and the acceleration of the construction of a new development pattern with the domestic cycle as the main body and the mutual promotion of domestic and international dual circulation, the cultural and tourism development has put forward higher requirements for talents, thus forcing the improvement of the quality of non-academic training for the industry.Based on the perspective of project-based learning(PBL),this paper explores the innovative value and practical effect of the combination of PBL elements and cultural tourism practitioners'training through constructing a“dual circulation”non-academic training model. The practice shows that this model is in line with the interdisciplinary and cross-disciplinary integration nature of the cultural and tourism industry, and it can enhance the self-learning ability and internal driving force of non-academic training. It will also become an important driving force for the quality improvement of the culture and tourism practitioners and the highquality development of the industry.
