摘  要:高质量建设粤港澳大湾区是国家"十四五"规划的重要战略目标之一。教育协同是推进粤港澳大湾区协同创新发展的关键议题和重要途径。但因诸种原因,港澳与内地的教育协同迟迟没有质的突破。综合考虑粤港澳三地在教育体制和社会文化等方面的异同,STEAM教育可以视作三地教育协同发展的最大公约数和突破口,有望实现粤港澳大湾区科技教育和人文教育的双重融合。如何在粤港澳三地STEAM教育现有协同发展路径基础上进行机制创新,是推进三地STEAM教育协同创新发展的关键。基于原有协同模式经扩展而建构的USERS框架,既是一种历时性的系统演化模型,也是一个共时性的生态发展模型。该框架能为统筹三地"政产学研用"各方力量,促进系统各要素充分流通,打造服务于粤港澳大湾区STEAM教育协作平台,以及为开展STEAM教育资源库建设、STEAM教育指导纲要研制、STEAM教育评估等提供指导。USERS框架的落地不仅能助推粤港澳三地STEAM教育的协同创新发展,也有助于更好地培养新一代大湾区建设者和创新型高素质人才。One of the important strategic goals of China’s 14 th Five-Year Plan is to construct the Guangdong-Hong Kong-Macao Greater Bay Area.Education synergy is a key issue and an important way to promote the collaborative innovation and development of it.However,due to various reasons,the educational coordination between Hong Kong,Macao and the mainland has not reached a breakthrough.Considering the differences and similarities in education system,social culture and the other aspects among these three places,STEAM education can be regarded as the biggest common divisor and breach,to realize the dual integration of technology and humanities.The key to promoting the collaborative innovation of STEAM education in the three places is to carry out mechanism innovation based on the existing path of STEAM education in Guangdong,Hong Kong and Macao.The USERS framework proposed in this paper is not only a diachronic system evolution model,but also a synchronic ecological development model.The framework can coordinate the forces of“government,industry,university,research and application”in the three places,promote the full circulation of all elements of the system,build a STEAM education collaboration platform serving the Guangdong-Hong Kong-Macao Greater Bay Area.The implementation of the USERS framework will not only boost the collaborative innovation and development of STEAM education in Guangdong,Hong Kong and Macao,but also help cultivate the new generation of innovative talents.
