摘  要:按照严格的经济学定义,包括职业教育在内的传统教育具有排他性和竞争性,不属于公共产品的范畴,但是扩大中等收入群体、服务全民终身学习、矫正资源配置失衡、匹配劳动力供需关系,均要求构建具有公共产品性质的现代职业教育体系。职业教育公共产品化的可行路径包括以国家职业教育资源公共平台为媒介、构建"1+n"异地师资团队协同机制、设立职教预科课程、为非正式职业教育提供认证、发动头部企业参与前沿课程开发。职业教育的公共产品化从"不然"到"应然"再到"实然"的过程,将是人类教育史上的一次罕见变迁,也是新时代中国特色社会主义优越性的生动体现。According to strict economic definition, traditional education, including vocational education, is exclusive and competitive, and does not belong to the category of public goods. However, expanding middle-income groups, serving the whole people for life-long learning, correcting the imbalance in resource allocation, and matching the supply and demand relationship of labor, all require the construction of a modern vocational education system with the nature of public products. The feasible path for the public productization of vocational education includes using the public platform of national vocational education resources as the medium to build a “1+n” collaboration mechanism for teachers from different places, setting up pre-vocational education courses, providing certification for informal vocational education, and mobilizing leading enterprises to participate in cutting-edge curriculum development. The process of public productization of vocational education from “or else” to “should” to “actual” will be a rare change in the history of human education and a vivid manifestation of the superiority of socialism with Chinese characteristics in the new era.
