摘　　要："十七条协议"将"驱除帝国主义势力出西藏"作为首条内容,强调了中央人民政府的统一领导,改变了西藏近代史上被帝国主义者侵略与蚕食的半殖民地状况,重申了中华人民共和国对西藏的主权,以"共同纲领"中规定的民族政策为指导原则确认了西藏人民享有民族区域自治的权利。把握"十七条协议"的历史意义,还需要将其放在中国共产党治理西藏政策的历史连续性中进行理解。The 17-Article Agreement("十七条协议")included"drive out imperialist forces from Tibet"as the first article of the agreement,emphasizing the unified leadership of the central government of People’s Republic of China.This Article changed the semi-colonial pattern of being invaded and eroded by the imperialist in modern Tibetan history,and reiterated the sovereignty of the People’s Republic of China over Tibet.The 17-Article Agreement takes the ethnic policy stipulated in the Common Program as its guiding principle,which affirms the Tibetan people’s right to regional ethnic autonomy.To grasp the historical significance of the 17-Article Agreement,we also need to understand it in the context of the historical continuity of the the Communist Party of China’s policy governing Tibet.
