区域聚合性教育共同体何以达成——整体性治理的新视角

摘　　要：破解区域长期以来教育属地化、碎片化的治理格局,科学高效地配置教育资源,亟待对新时代区域教育治理所面对的复杂边界、丰富内容以及多元主体做出战略回应。本文在反思教育科层式治理模式和教育市场化治理模式的基础上,基于解决教育治理问题、探求教育治理对策、优化教育治理理论的策略,提出了以整体性治理理论为支撑的教育整体性治理模式。基于对三种治理模式的比较分析,协同考量京津冀区域和雄安新区本体两个层面的基础上,设定了教育整体性治理的分析框架,并从网络集成、制度安排、政策工具、治理能力等方面回答了区域聚合性教育共同体的达成方略,指出了雄安新区教育整体性治理的路径选择。To break the long-term localized and fragmented governance pattern of regional education and allocate educational resources scientifically and efficiently,it is urgent to make strategic responses to the complex boundaries,rich content and multiple subjects faced by educational governance in a new era.On the basis of reflecting on the hierarchical governance model of education and the marketization governance model of education,this paper puts forward the holistic governance model of education in the direction of holistic governance based on the strategies of solving the problems of educational governance,exploring the countermeasures of educational governance and optimizing the theory of educational governance.Based on a comparative analysis of the three governance models and a synthesis of the Beijing-Tianjin-Hebei region and Xiongan New Area itself,this paper sets up an analysis framework of the holistic governance of education,proposes the strategy of regional aggregation education community from the aspects of network integration,institutional arrangement,policy tools and governance ability,and points out the path selection of the holistic governance of education in Xiongan New Area.
