民办职业教育双创实践的“稳就业”功能——以河南省为例

摘　　要：民办高校对当前双创政策积极响应,成为推动双创实践与职业教育领域深化改革的“体制外”力量,也成为扩大就业的重要渠道。河南省民办职业院校的双创实践活动促进了高教资源的均衡配置,构成了地方高校之间错位竞争的格局。在当前疫情防控措施常态化和社会经济逐步恢复的形势下,应梳理总结与传播推广民办高校在双创实践中的具体经验,以此破解双创过程中的瓶颈问题进而实现稳就业的目标。民办职业教育的双创实践不仅能够促进就业,而且成为河南省高教领域创新驱动的重要策源地,双创学院和创新教育已经取得预期效果。在此基础上应逐步将政策着力点从项目为推手的强制性推动转向诱致性启动,项目激励转向环境激励,经营扶持转向创新扶持,体制内创新转向体制外创新,进而通过产教融合打通就业渠道。河南职业院校也应该利用高职扩招的政策机遇,以双创实践为推手促进治理体系创新走上健康可持续的内涵式发展路径。Private colleges and universities respond positively to the current policies of entrepreneurship and innovation,become an“out of system”force to promote the deepening reform of entrepreneurship and innovation practice and vocational education,and also become an important channel to expand employment.The practice of entrepreneurship and innovation in private vocational colleges in Henan Province has promoted the balanced allocation of higher education resources and formed a pattern of dislocation competition among local colleges and universities.Under the current situation of normalization of epidemic prevention and control measures and gradual recovery of social economy,it is necessary to sort out,summarize,disseminate and promote the specific experience of private colleges and universities in the practice of entrepreneurship and innovation,so as to solve the bottleneck problems in the process of entrepreneurship and innovation,and achieve the goal of stable employment.The entrepreneurship and innovation practice of private vocational education can not only promote employment,but also become an important source of innovation drive in the field of higher education in Henan Province.The entrepreneurship and innovation college and innovation education have achieved the expected results.On this basis,we should gradually shift the focus of policy from mandatory promotion of projects to induced start-up,from project incentive to environmental incentive,from business support to innovation support,and from innovation within the system to innovation outside the system,so as to open up employment channels through the integration of industry and education.Therefore,vocational colleges should take advantage of the policy opportunity of higher vocational enrollment expansion and promote the innovation of governance system with the practice of entrepreneurship and innovation,so as to take a healthy and sustainable connotative development path.
