摘  要:四川省乡镇行政区划和村级建制调整改革实施以后,南充市顺庆区相关部门按照做好改革"后半篇"文章的要求,结合全区实际情况,开始启动新一轮的教育调整和改革,打造了四川丘陵地区教育改革的成功样本。在具体实施过程中,顺庆区采取一系列举措,即"撤、改、建"并行,调整校点布局;"疏、送、引"同步,分流适龄学生;"选、留、转"并用,调整师资队伍;"移、存、废"并举,处理闲置资源。顺庆区基础教育阶段学校调整与改革顺应城镇化发展的自然趋势,有效调节了城乡教育资源配置失衡的现状,尽可能地满足了本地群众的文化教育需求,但也还存在一些亟待解决的问题,如学生往返交通不便、寄宿生管理有待规范、基础教育与地方文化资料遗失等等。可以采取开通特定时段公交路线、建立规范的寄宿生管理制度和建立乡村教育文化档案馆等办法,解决基础教育阶段学校调整与改革的后续问题。After the implementation of the administrative division of villages and the reform of village-level organizational system in Sichuan Province, Shunqing district Nanchong’relative division does the requirement according to the reform’s half latter paper. It combines the actual situation of the district, which starts a new round of educational adjustment and reform. In the specific implementation process, Shunqing district adopts a series of measures, namely“withdraw, change and build”simultaneously. It adjusts school layout:“sparse, send and lead”simultaneously. It makes division of school-age students: by using“selecting, leaving, and transforming”. Shunqing district adjusts teaching staff:“move, store, discard simultaneously.”The adjustment and reform of schools in the stage of basic education conform to the natural trend of urbanization. It has effectively adjusted the current situation of imbalance in the allocation of urban and rural educational resources. It meets the cultural and educational needs of the local people as far as possible, but it still has some problems to be solved. If the transportation to and from is inconvenient for the students, the management of boarding students needs to be standardized. Basic education and local culture’s missing. Bus lines in specific periods can be adopted. It is to establish standard boarding student management system and rural cultural archives. It is to solve the follow-up problems of school adjustment and reform in the stage of basic education.
