摘　　要：自20世纪80年代开始,英国政府在新自由主义理念影响下,将原本属于地方当局对学校的财政预算权和人事决策权下放给学校,实现了从地方自治到学校自治的转变;与此同时,引入市场机制并加强对学校的绩效监控,实现了从专业问责到市场问责的转变。在自治与问责的双重作用之下,英国学校治理董事会的职能日趋专业化。The UKgovernment devolved financial and personnel power originally reserved to local authorities to schools under the guidance of Neo-liberalismsince the 1980s,thus transforming fromlocal autonomous governance to school autonomous governance.Meanwhile,market mechanism was introduced to strengthen performance control on schools.In this way,professional accountability gave way to market accountability as the dominant accountability mechanism.Under the double influence of autonomy and accountability,the UK school governing body becomes more and more professionalized.
