摘 要:为引导教育领导者更好地化解在决策中遇到的道德困境,英国中学校长协会联合另外13个有影响的教育组织于2019年共同发布《教育中的道德领导力框架》,提出教育领导者应遵守的无私、正直、客观、问责、开放、诚实、领导力、信任、智慧、善良、公正、服务、勇气、乐观等14条道德准则。该框架鼓励教育领导者基于道德准则反思学校的管理,建议在中小学校长和新教师培训中增加道德领导的内容,并要求在督导评估和校长专业标准拟定中强化道德领导。这一框架的实施为教育领导者进行道德决策提供了依据,有效地提升了道德领导的效能,今后势必对英国教育领导者的培养、学校教育质量的提升产生更加深远的影响。In order to guide school leaders to resolve the ethical dilemma encountered in decision-making,the U.K Association of School and College Leaders,together with other 13 influential educational organizations,released the Framework for Ethical Leadership in Education in 2019,which puts forword 14 ethical principles including:selflessness,integrity,objectivity,accountability,openness,honesty,leadership,trust,wisdom,kindness,justice,service,courage and optimism.The Framework encourages school leaders to reflect on their school management practices,advocates introducing ethical leadership content to the training of the primary and secondary school principals and new teachers training and strengthens ethical leadership in inspection,evaluation and the formulation of principals’ professional standards.The 14 ethical principles provide the basis for making ethical decisions and has effectively promoted school leaders’ ethical leadership.Therefore,the implementation of the Framework will have a long-term and profound impact on the cultivation of future school leaders and the quality of U.K education.
