“放管服”背景下高校科研绩效评价研究

摘　　要：选择2018年《高等学校科技资料统计汇编》中常州市10所高校为研究样本,使用数据包络分析方法对常州市高校科研投入与产出情况进行综合绩效评价。研究结果显示,常州市高校整体科研绩效情况良好,但仍存在高校间科研绩效发展不平衡、缺乏适合本校的科研制度、科研考核注重数量而非质量、科研管理缺少内部监督等问题。从明确高校科研管理主体责任、制订适合本校的科研管理制度、建立科学合理的绩效评价体系和加大对科研经费的监督与管理等方面,进一步提升高校科研绩效管理水平。Ten colleges and universities in Changzhou in the 2018 statistical compilation of scientific and technological data of colleges and universities are selected as the research samples,and the data envelopment analysis method is used to evaluate the comprehensive performance of scientific research input and output of colleges and universities in Changzhou.The results show that the overall scientific research performance of colleges and universities in Changzhou is good,but there are still some problems,such as the unbalanced development of scientific research performance among colleges and universities,the lack of scientific research system suitable for colleges and universities,focus on quantity rather than quality in scientific research assessment,and the lack of internal supervision in scientific research management.This paper suggests to further improve the level of scientific research performance management in colleges and universities from the aspects of clarifying the main responsibility of scientific research management in colleges and universities,formulating scientific research management system suitable for colleges and universities,establishing scientific and reasonable performance evaluation system and increasing the supervision and management of scientific research funds.
