摘 要:高校继续教育治理涉及多元主体的共同参与,提升高校继续教育治理水平和能力的关键在于妥善处理核心利益主体间的关系。通过对政府、高校继续教育办学机构及社会公众在参与高校继续教育治理过程中的两两博弈分析,勾勒出多元主体的决策选择行为及提炼影响利益共同体参与治理的主要因素。研究表明,政府、高校继续教育办学机构及社会公众存在着相互交织的关系,其中社会效益、办学成本、违法办学处罚及补助奖励等因素是影响利益共同体参与治理的主因。基于此,构建政府、高校继续教育办学机构和社会公众为主导治理体系,协调各利益相关者之间的需求与目标,以提升治理效率,助推高校继续教育治理体系现代化实现。The governance of higher continuing education involves the co-participation of multiple subjects.The key to improving the governance level and ability of higher continuing education is to properly deal with the relationship between core stakeholders,including the government,institutions of higher continuing education and the public.Through analyzing the pairwise game relationship between stakeholders in the process of participating in higher continuing education governance,this paper outlines the decision-making and choice behavior of multiple subjects.Then,it refines the main factors affecting the participation of stakeholders in governance,that is social benefits,school running costs,penalties for illegal school running and subsidies and rewards.The research shows that there is an intertwined relationship among multiple subjects.Therefore,a governance system dominated by the government,higher continuing education institutions and the public should be constructed to coordinate the needs and objectives of various stakeholders and improve governance efficiency so as to promote the modernization of higher continuing education governance system.
