强制性公民行为对公务员建言行为的影响研究--基于福建的数据

摘　　要：研究采用问卷调查法,以福建省的405名公务员为研究对象,探究强制性公民行为对建言行为的影响,进一步分析强制性公民行为分别对促进性建言行为以及抑制性建言行为的影响,同时,探究公共服务动机是否可以作为强制性公民行为与建言行为之间的调节变量。研究发现,公务员目前的建言行为处于中等水平,还有待于进一步提升,与此同时,促进性建言行为水平相对较高,抑制性建言行为水平则相对较低。强制性公民行为对公务员建言行为及其各维度均能够产生显著的负向影响,而公共服务动机在二者的关系中能够起到负向调节作用。基于此,研究从消除建言的制度障碍、培育建言的组织文化、搭建建言的激励机制等方面提出了对策建议。The study uses a questionnaire survey method and takes 405 civil servants in Fujian Province as the research object to explore the impact of compulsory citizenship behavior on voice behavior,and further analyzes the impact of compulsory citizenship behavior on promoting and inhibitory voice behavior.At the same time,thisstudy explores whether public service motivation can be used as a moderating variable between compulsory citizenship behavior and voice behavior.The study found that the current voice behavior of civil servants is at a medium level and needs to be further improved.Meanwhile,the level of promoting voice behavior is relatively high,and the level of inhibitory voice behavior is relatively low.Compulsory citizenship behavior can have a significant negative impact on civil servants’voice behavior and its various dimensions,and public service motivation can play a negative regulatory role in the relationship between the two.Based on this,the research puts forward countermeasures and suggestions from the aspects of eliminating the institutional barriers of voice behavior,cultivating the organizational culture of voice behavior,and establishing the incentive mechanism of voice behavior.
