摘　　要：开放教育资源质量高、成本低,可广泛共享,可提供更多教育机会。图书馆的馆藏、技术及人员可以为开放教育资源的有效开放利用提供保障。文章从指导建设、参与开发、促进发现、辅助管理和推广营销5个方面分析国外图书馆开放教育资源建设实践,提出全流程支持、多机构协作和全域性建设3种建设路径,建议国内以高校图书馆为突破点,以资源建设为抓手,针对师生开展区分性服务。Open Educational Resources(OER) which is high quality and low-cost can be widely shared and provides more educational opportunities. The collections,technology and librarians in the libraries ensure the effective and open use of OER. The paper summarizes the construction of OER in foreign libraries from five aspects: guidance, construction, discovery, management and promotion, and proposes three development paths:full-process support,multi-institutional collaboration,and regional construction. It is suggested that academic libraries in China should be used as a breakthrough point,focusing on resources development,and providing differentiated services for teachers and students.
