摘 要:科技特派员制度发端于南平,首创于福建,是习近平总书记亲自指导创立、总结提升和推动发展的农村工作机制创新。2017年以来,南平市结合新时代发展需要,制定了一系列激励科技特派员创新创业活力的优惠措施并取得成效。但由于目前南平市科技特派员制度激励机制存在资金发挥效用不强、经济奖励力度有限、绩效考核机制不够完善、难以落实利益共同体等方面的问题,导致科技特派员在工作中不能最大限度发挥服务成效。新时代深入推进科技特派员制度创新,应该立足于南平市发展实际,运用物质激励、榜样激励、竞争激励、惩戒激励、目标激励等方法完善南平市科技特派员激励机制,助力南平市绿色高质量发展。The science and technology commissioner system originated in Nanping and was first founded in Fujian.It is the innovation of the rural work mechanism that general secretary Xi Jinping personally guided to establish,summarize,enhance and promote development.Since 2017,Nanping City has formulated a series of preferential measures to stimulate the innovation and entrepreneurship vitality of science and technology commissioners in combination with the development needs of the new era,and achieved results.However,due to the current incentive mechanism of science and technology commissioner system in Nanping City,there are some problems,such as the ineffective use of funds,the limited economic incentives,the imperfect performance appraisal mechanism,and the difficulty in implementing the community of interests.In the new era,to further promote the innovation of science and technology commissioner system,we should base on the actual development of Nanping City,use material incentive,example incentive,competition incentive,disciplinary incentive,goal incentive and other incentive methods to improve the incentive mechanism of science and technology commissioner in Nanping City,and help the green development and high-quality development of Nanping City.
