英国、新西兰托幼一体化机构设置标准及其启示

摘　　要：英国、新西兰在托幼一体化机构设置标准上具有共同特点:准入条件严苛,监管机制完善;师幼配比合理,人员资质优良;内外空间充足,场地安全舒适;人员筛查严格,安全制度完备;饮食医疗并重,意外防护专业。基于两国有益经验,我们可以出台一体化政策,建立托幼一体化制度;建立规范严格的机构准入标准,完善质量监管体系;提高师幼比,建立保教人员准入制度;确保设施设备安全,建立安全防护制度;重点关注婴幼儿饮食与医疗,保障其健康成长。Britain and New Zealand have common characteristics in their criteria for nursery-kindergarten integration agencies:strict admission with complete supervision system;reasonable teacher-child ratio with good quality of teachers;sufficient inside and outside space,safe and comfortable;strict recruitment policies;and equal importance of food and medical care with professional accident protection.Learning from their experiences,we need to make policies and set up systems for nursery-kindergarten integration,establish standardized and strict criteria for new agencies and improve supervision system.It is also necessary to raise teacher-child ratio,make special policies for employment,ensure the safety of equipments and establish protection system.Special emphasis should be put on children's food and medical care to ensure children's safety and development.
